Creates customer accounts (and their newsletter record). Each item is processed independently.
Email format and domain are validated (CUS0024). An email that already exists on the site is rejected (CUS0016).
Per-item result: success {customerId, customerEmail, success: true}, error {customerEmail, success: false, errors} (HTTP 200).
